The engagement uses a defined channel for employee and manager requests. Steady records the issue, identifies the requested action, confirms who must approve it, and routes legal, benefits, safety, payroll-tax, or other specialist questions to the appropriate party.

Routine tasks move through standard workflows. Urgent or sensitive matters follow the escalation path established with leadership and counsel.

Leadership check-in

A recurring leadership review keeps the service tied to the business. Steady can report open roles, onboarding and separation status, overdue approvals, documentation gaps, upcoming calendar items, recurring manager questions, and projects that require a decision.

This is operational reporting, not a substitute for legal advice or executive judgment. It gives leadership a clean list of what needs attention.

Support for managers

Managers often need help using the process correctly: how to document an attendance issue, prepare for a performance conversation, request a pay change, run an interview, or escalate a complaint. Steady can provide forms, checklists, scheduling, and process guidance through manager and supervisor support .

Steady does not direct employees, conduct the manager's performance conversation, or make discipline decisions unless a narrow administrative role is expressly agreed. Formal investigations and higher-risk employee-relations matters are coordinated with qualified counsel or specialists.

Recruiting and workforce changes

Fractional HR can include coordination of recruiting , onboarding, employee changes, and offboarding. If hiring volume is substantial, recruiting may be scoped separately so the ongoing employee-administration work is not crowded out by open roles.

Compensation decisions, workforce planning, and headcount budgets remain leadership responsibilities. Steady can organize approved plans and connect employee data to financial reporting and KPI dashboards where that work is separately included.

When a project should come first

Ongoing support works best when the foundation is usable. If employee files are scattered, policies conflict, the HRIS is unreliable, or no onboarding process exists, begin with an HR setup or cleanup project . The project produces the structure that fractional HR will maintain.

This prevents the monthly service from becoming permanent cleanup. It also gives both teams a documented starting point and a list of open decisions.

What stays outside the routine queue

The monthly workflow should identify matters that are automatically escalated instead of treated as ordinary administration. That can include formal complaints, threatened claims, requests for accommodation or protected leave, workplace injuries, safety incidents, wage disputes, government inquiries, data-security events, contested terminations, and questions about employee or contractor classification.

Steady can preserve the intake record, notify the approved contacts, coordinate documents, and track the administrative next steps. Employment counsel, benefits professionals, insurers, payroll-tax specialists, safety professionals, or other qualified advisors provide the judgment their field requires.

Measure whether the process is working

Fractional HR reporting can focus on operational facts: open roles and candidate status, onboarding tasks completed or late, employee changes awaiting approval, overdue acknowledgments, offboarding items still open, recurring manager questions, and file exceptions. These measures show workload and process health without pretending to measure employee sentiment or legal risk from incomplete data.

Leadership can then decide where to simplify a workflow, train a manager, change a system, or approve a separate project. Steady documents the decision and updates the operating process.

Agree on service boundaries at kickoff

The kickoff record identifies who may request work, who may approve employee changes, which systems Steady can access, how sensitive matters are escalated, and which response expectations apply. It also identifies the client's counsel, payroll, benefits, insurance, IT, and other provider contacts.

Those boundaries protect speed. Routine tasks do not wait for a new decision each time, while compensation, discipline, termination, complaints, and other reserved matters do not move without the proper employer approval. The scope can change as the business grows, but the change is documented rather than assumed.

No. Fractional HR is an outsourced service with a defined scope and service relationship. Steady does not become the employer of record and does not replace the client's managers or decision makers.

How much support is included each month?

The proposal defines the services, cadence, capacity, priorities, and work that is outside scope. The right structure depends on workforce size, locations, hiring activity, systems, and current HR foundation.

Can Steady be the contact for employee questions?

Steady can receive and route routine questions if the engagement defines that role. The employer should establish which questions Steady answers administratively and which go to a manager, benefits professional, payroll provider, counsel, or another specialist.

Does fractional HR include recruiting?

It can include recruiting coordination or limited searches. Recurring or high-volume recruiting may be separately scoped to protect the monthly administrative workload.

Can we keep our current payroll and benefits providers?
