HR Compliance Administration
The calendars, checklists, records, acknowledgments, and specialist handoffs that keep HR requirements visible and assigned.
Compliance administration is not a legal opinion. It is the operational work required after the employer and its advisors identify what must be done: maintain the calendar, collect the record, track the acknowledgment, route the question, document the approval, and follow up on exceptions.

Service overview
Steady provides that administrative layer. We organize the requirements identified for the business and maintain the workflows that support them. We do not decide which laws apply, interpret disputed facts, represent the employer, or guarantee compliance.
What HR compliance administration can include
- HR compliance calendars and assigned checklists;
- personnel-file and Form I-9 file completeness reviews;
- missing-document and acknowledgment follow-up;

- wage, timekeeping, and employee-change documentation reviews;
- worker-classification documentation organization;

- leave-request intake and routing under the employer's process;
- complaint-reporting and escalation procedures;

- coordination with employment counsel, payroll providers, benefits professionals, insurers, and other specialists.
Build the requirements register
The work begins with a register of the employer's identified obligations and process commitments. Each item should show the responsible owner, frequency or trigger, required record, system of record, reviewer, and escalation path.
Sources may include employment counsel, government agencies, plan documents, payroll and benefits providers, insurers, contracts, licensing authorities, and the employer's own policies. Steady can organize this information but does not replace professional interpretation.
Review files for completeness
A file review can compare the employer's approved checklist with the documents present. It may identify missing signatures, incomplete acknowledgments, inconsistent names or dates, documents stored in the wrong location, or a separation that was never closed in the system.
For Form I-9, an administrative review should follow current USCIS instructions and an employer-approved correction process. Employers remain responsible for proper completion, including work performed by an authorized representative. Questions about document acceptance, discrimination, corrections, reverification, or immigration status should be escalated to qualified counsel or official guidance.
Steady can connect the remediation work to employee records administration instead of leaving the review as a list of unresolved findings.
Maintain hiring and screening records
A consistent hiring process should document the role criteria, candidate status, interview steps, employer approvals, and provider handoffs. When third-party background reports are used, federal law and state or local rules may require specific disclosures, authorization, and adverse-action steps. Employment decisions must also follow applicable anti-discrimination requirements.
Steady can administer the approved workflow through recruiting and hiring support , coordinate with the screening provider, and route exceptions. The employer and its advisors remain responsible for the criteria and final decision.
Organize classification and pay-process documentation
Worker classification is a legal and factual analysis, not a label selected on a form. The applicable standards can change, and federal, state, and other tests may differ. Steady does not classify workers. We can organize contracts, role information, invoices, time and pay records, approvals, and advisor conclusions so the employer can implement the approved treatment consistently.
Approved employee and payroll changes can then flow through payroll-connected HR support . Contractor year-end records can connect to 1099 preparation .
Track acknowledgments and recurring events
Steady can maintain a calendar for policy acknowledgments, recurring file reviews, poster checks, manager certifications, benefits handoffs, expiring documents, and other requirements the employer identifies. The calendar assigns work and records completion evidence.
When an event raises a legal or specialist question, the workflow should stop and escalate. Examples include a complaint, leave or accommodation request, contested discipline, classification question, wage dispute, workplace injury, or termination with material risk. Administrative support continues after the appropriate decision is made.
Keep evidence of completion
A checked box is not always enough. The process should identify what demonstrates completion: a signed acknowledgment, provider confirmation, dated system record, approved change form, delivery receipt, review note, or other evidence appropriate to the task.
Steady can link or store the completion evidence in the employer's approved system and maintain an exception report for items that are late, refused, unavailable, or awaiting specialist guidance. Sensitive or privileged records follow the employer's access rules.
Respond to a new requirement or provider change
When counsel, a government agency, insurer, payroll provider, or benefits professional identifies a new requirement, Steady can translate the approved direction into administrative work. That may mean revising the calendar, updating a form, assigning a manager task, changing the file index, preparing employee communication, or adding a recurring check.
Steady confirms the source and approval before changing the process. We do not treat a vendor blog or generic checklist as authority for the employer. The implementation record shows what changed, who approved it, when it took effect, and which employees, locations, or workflows were affected.
Correct records without erasing the history
An administrative correction should follow the employer's approved method and preserve the relevant trail. Steady can document what was found, which source supports the correction, who approved it, what systems or documents changed, and whether the employee or provider must take an action.
We do not backdate approvals, replace signed documents without a record, or invent missing information. For government forms, payroll records, benefit records, and sensitive employment documents, the responsible agency, provider, or advisor's correction instructions control.
An unresolved item remains on the exception report with its owner and next step. This is more useful than marking a checklist complete while the underlying record is still unclear.
The exception report can distinguish a missing document, inconsistent data, overdue approval, provider delay, employee action, and specialist question. That distinction lets leadership direct the right response. It also prevents an administrative follow-up from being treated as proof that a legal requirement was or was not satisfied.
That history also makes the next scheduled review faster and more reliable.
Questions, answered
Common questions
Does Steady certify that our business is compliant?
No. Steady provides administrative support, documentation, and process coordination. We do not conduct a legal compliance certification or guarantee compliance.
Can Steady review our Form I-9 files?
Steady can conduct an administrative completeness review against an approved checklist and coordinate corrections under the employer's procedure. Legal questions and substantive eligibility issues require qualified review.
Do you advise on employee versus contractor classification?
No. Steady can organize the facts and documents and implement a classification decision approved by the employer and its advisors. It does not provide the legal classification opinion.
Can you maintain our compliance calendar?
Yes. Steady can maintain deadlines, triggers, assigned owners, supporting records, and follow-up for requirements the employer has identified and approved.
Will you work with our attorney or benefits broker?
Yes. Coordination with employment counsel, brokers, payroll providers, insurers, screening providers, and other specialists is a core part of the service when their expertise is required.
Can compliance administration be included in fractional HR?
Yes. A defined set of recurring calendars, file checks, acknowledgments, and provider handoffs can be included in an ongoing fractional scope.
