Expense Report Template: Fields, Workflow, and Controls
Build an expense report template with employee, date, business purpose, category, receipt, mileage, approval, reimbursement, and audit controls.
An expense report template collects employee or owner business expenses for review, reimbursement, bookkeeping, and tax support. It should show who spent the money, when, where, why, for which entity or project, how much, how it was paid, and who approved it.
A template does not make an expense deductible or reimbursable. The underlying facts, employer policy, accountable-plan rules, source evidence, business purpose, and applicable tax law control the result.

Travel, meals, gifts, and vehicles
IRS Publication 463 explains substantiation considerations for travel, gifts, and car expenses. Records may need the amount, time, place, and business purpose, with additional facts such as business relationship. Current deduction limitations and employer reimbursement rules vary by item.
For mileage, collect date, starting point, destination, business purpose, business miles, vehicle, and supporting contemporaneous log. Do not reimburse commuting as business mileage without analysis. For meals, record attendees and business relationship when required. For travel, connect each cost to the trip and business purpose.
Company card versus personal payment
A company-card charge usually clears a card liability; it is not reimbursed to the employee. A personally paid approved expense may create an employee-reimbursement payable. The template should identify the payment source to prevent paying the employee for a company-card charge.
Match company-card reports to the issuer statement and receipts. Match personal reimbursements to the approved report, payable, payroll or payment system, and bank. Search for the same receipt across reports, card feeds, vendor bills, and payroll.
Submission and approval workflow
- The claimant enters each expense promptly and attaches readable source evidence.
- The system validates required fields, dates, totals, policy limits, and duplicates.
- The manager confirms business purpose, attendance, budget, and reasonableness.
- Finance reviews account, entity, tax, currency, payment method, and exceptions.
- An authorized person approves reimbursement or card settlement.
- The entry posts once to the correct accounts and payment channel.
- Finance reconciles the report to the card, payable, payroll, bank, and ledger.
Policy and exception controls
Define submission deadlines, receipt thresholds, prohibited expenses, travel classes, meal limits, mileage method, tips, alcohol, gifts, cash, foreign currency, approvals, and missing-receipt procedures. Apply policy consistently while allowing documented exceptions approved at the right level.
A missing-receipt declaration should explain the merchant, date, amount, business purpose, reason evidence is unavailable, payment source, and prior attempts to obtain a copy. Repeated exceptions should trigger coaching or enhanced review.
Spreadsheet template controls
If using Excel, protect formulas, use data validation for categories and payment methods, lock approved periods, and preserve submitted versions. Separate input cells from formulas. Recalculate totals, test negative and foreign-currency amounts, and prevent hidden rows from bypassing review.
For larger volume, expense software usually provides stronger receipt capture, named users, policy rules, approval routing, card integration, duplicate detection, and audit logs. Test data export and ownership before adoption.
Privacy and security
Receipts can expose addresses, travel, partial account numbers, medical information, and customer names. Collect only necessary information, restrict access, encrypt transmission and storage, and follow retention and deletion policies. Do not send complete card numbers or credentials in a report.
Duplicate and fraud review
Flag identical merchant, date, amount, receipt image, invoice number, or card authorization across claimants and payment channels. Review split transactions just below approval limits, altered receipts, weekend or distant purchases without travel, repeated missing receipts, refunds retained by the claimant, and reimbursement to an unfamiliar account.
A flag is not proof of misconduct. Preserve evidence, restrict access to the review, follow employment and investigation procedures, and give authorized reviewers enough context to distinguish error, policy exception, and suspected fraud. Do not let the claimant approve a personal report or change the reimbursement bank account without independent verification.
Bookkeeping and tax mapping
Map categories to a controlled chart of accounts, but do not let the claimant decide tax deductibility through a dropdown. Finance should review meals, gifts, travel, entertainment, vehicles, home office, education, fines, political spending, owner expenses, and other sensitive categories.
Separate the financial-statement expense from deductible, nondeductible, reimbursable, taxable compensation, asset, prepaid, customer-billable, or grant treatment. Preserve the mapping used for tax workpapers.
Monthly reconciliation
- Expense-report totals agree with approved reimbursements and card statements.
- Every item posts once to the correct entity, period, account, and project.
- Outstanding employee reimbursements agree with the payable balance.
- Company-card clearing and suspense accounts have no unexplained old items.
- Rejected, returned, and duplicate reports are resolved.
- Tax-sensitive and customer-billable amounts are separately reviewed.
Use a controlled business expense list, confirm business-expense rules, and document vehicle expenses with appropriate evidence.
